Three months after downing tools, construction sites were an early winner and permitted to re-open in Phase One. Most sites have chosen ‘slow starts’ with a fractional work force, or staggered shifts, creating new protocols for work distancing. The unions obviously objected to everything, but by now, most workers are back with productivity generally hitting around 80% of pre-COVID levels. As summer temperatures frequently hit 30C/86F with leaden humidity, there is a concern that face mask use may drift. The city’s later arrival at Phase One re-opening means they have been able to learn lessons from places which had opened earlier.
